At the same time people are beginning to realize the decline in labor force participation of the near-elderly. This paper examines these two topics, as well as, the elderly population that is not being provided sufficient Social Security compensation. Within this context the authors discuss possible changes in Supplemental Security Income, the elimination of the asset test, increasing unearned income disregards, raising guarantees to the poverty line, using social security income, costs of changes, and the effects on poverty.
